Swim Ontario Officials Development

Introduction

One of Swim Ontario primary function is to ensure Ontario Swim Officials receive proper training and receive every opportunity to develop and progress to the highest level possible.  Swim Ontario will budget annually for Officials Development that can be applied for by Senior Officials (level 3/4/5) who are trying to advance to a Level 5 or FINA/IPC level.

Eligibility

Group A: Level IIIs and IVs

Support will be available for Level III and IV officials who must gain experience outside of region for the purpose of attaining Level IV and V certification.  The candidate must work a minimum of 4 sessions at the competition.  Eligible meets are Regional and Provincial Championship and approved Invitational meets.  Candidates can request this type of support only once per year and for a maximum of twice in total.

Group B: Level IVs

Support will be available for Level IV officials who must work at a SNC designated competition for the purpose of attaining level V certification.  The candidate must work a minimum of 4 sessions at the competition.  Candidates can request this type of support only once.

Group C: Level Vs

Support will be available for Level V officials who are working towards advancing for FINA/IPC designation.   The candidate must work a minimum of 4 sessions at the competition and must be certified to work the level of meet he/she is planning on working.  Officials working IPC designated meets as IPC designated officials in training are eligible.  Candidates can request this funding once every two years.

Funding

Swim Ontario, with the SOOC, budgets annually for official’s development for Level IIIs, IVs and Vs.  Financial assistance will be available to applicants within the limits of the amount budgeted annually and will be prorated to ensure that all candidates are assisted.

Level IV and V Candidates who receive funding may not submit expenses from the same meet to the National Officials Travel Program.

 

Procedure

Applicants who are interested in officiating and are eligible to receive funding must make application to Swim Ontario 1 month prior to the competition.  Swim Ontario in conjunction with the SOOC will review applications.  Complete section A & B for application.

If approved

Group A

  • Swim Ontario in conjunction with ROR will contact the Competition Coordinator of approved competition to arrange suitable deck assignments.
  • Candidate
    • must work a minimum of 4 sessions
    • Obtain Meet Manager / Competition Coordinator signatures for sessions worked on application form
    • Submit completed application form and receipts to Swim Ontario with 2 weeks of end of competition

Group B

  • Candidate
    • submits Officials Form for SNC Designated meet to notify them of sessions they are available to work
    • must work a minimum of 4 sessions
    • notify Swim Ontario if application to work is accepted
    • obtain Competition Coordinators signatures on application form
    • Submit completed application form and receipts to Swim Ontario with 2 weeks of end of competition

Group C

  • Candidate
    • submits Officials Form for designated approved meet to notify of sessions they are available to work
    • must work a minimum of 4 sessions
    • notify Swim Ontario if application to work is accepted
    • obtain Competition Coordinators signatures on application form
    • Submit completed application form and receipts to Swim Ontario with 2 weeks of end of competition

All documentation must be submitted by March 1 of application year for consideration.  Dispersal of funds will be prior to March 31 of application year.   Any eligible competitions held in April will be funded for the following year (application in March).  Amounts reimbursed will be prorated based on total claims submitted of approved applications.

Swimming Canada National Officials Travel Program

Swimming Canada recently communicated through an OCRC Bulletin changes to the National Officials Travel Expense Program.  Level IV and V Ontario officials and Level 3 Open Water officials using the National Officials Travel Expense Program are asked to send all their claim forms to Swim Ontario in November along with their donation for total claims payable to Swimming Canada.

Travel Claim Form for Meet Managers

  •  Due date for 2016 Claims is November 15, 2016.  Mailing address is

  • Claims for all sanctioned competitions in 2016 have a mileage rate of $0.45/km.  If you have the older claims form simply calculate mileage claim based on $0.45/km. 
  • Sanctioned competitions after November 15 and in December can also be claimed, however, tax receipts will be issued for 2017.  The deadline to submit claims for November and December 2016 sanctioned competitions is November 15, 2017.   

IMPORTANT NOTICE: Swimming Canada will be contacting officials who submitted claims in January 2016.  These have not been processed and now cheques are outdated.  They will be asked if they will be submitting other claims for 2016.  If yes, you will be asked to submit those earlier claims again and reissue a cheque for the total of January 2016 and November 2016 claims.  Those that will not be submitting claims in November 2016 will be asked to reissue a cheque for the claims in January 2016.

As of October 24, 2016 - Claims will be submiited once a year in November.  Claims will include meets in late November and December of previous tax year as well as meets from January to early November of current tax year.

 

Procedure

Procedure for the National Officials Travel Expense Program (excerpt from Swimming Canada website with additional procedures specific to Ontario officials)

(Effective Date: September 3, 2015)

  • The Swimming Competition must be sanctioned by the Provincial Section within whose jurisdiction the competition is held.
  • The reimbursement of travel claims related to swimming competitions in Canada is restricted to level 4 and 5 officials and open water swimming level 3 officials certified in Canada.
  • Officials who wish to participate in the National Officials Travel Program must submit proof of certification signed by the chairperson of the provincial officials association with their first application.
  • Officials must be registered with their Provincial Section to be eligible for reimbursement.
  • Officials should submit an expense claim form to their Provincial Section office within ten business days of the completion of the competition and/or in accordance with Provincial Section guidelines.

Swim Ontario Guidelines

  • Obtain Claim form from Meet Management
  • Complete Claim Form and keep receipts of expenses
  • Swim Ontario will send a reminder in late October for officials to submit their claims and make their yearly donation payable to Swimming Canada.
  • In November, submit all claim forms and one cheque for total amount of all claims.
  • Swim Ontario then reviews the claims and submits paperwork and donation to Swimming Canada.

 

  • Reimbursement for Officials travel claims will be limited to accommodation (original receipts required) and economy airfare or kilometers driven at a prescribed rate of $0.45 per kilometer and payable at year-end. Officials must have driven a minimum of 50 kilometers (cumulative) to be eligible for reimbursement. The maximum claim for kilometers driven shall be the equivalent of the economy airfare to the specific destination.
  • Car rentals and parking are not eligible for claims, however mileage in car rental is eligible if over 50 km. 

Please Note: Officials who book flights in business class will need to provide a proof of the cost to fly economy on the date of the booking, in order to be eligible for reimbursement.

  • Attendance Requirements:
  1. For 1 or 2-session meets, an official must work each session.
  2. For 3 or 4-session meets, an official may miss 1 session only.
  3. For 5 or more session meets, an official may miss a maximum of 2 session.

Please Note:  If in an emergency or due to illness, an official is unable to complete the minimum required sessions outlined in this policy, a letter explaining the unexpected extraordinary circumstances that arose while at the meet must be written by the official when applying for an expense claim receipt from the provincial section.

  1. Only expense claims which are not subject to reimbursement by another party are eligible to be submitted.
  2. Officials may make a yearly donation made payable to 'Swimming Canada'. A tax receipt will be issued at year-end.
  3. The National Officials Travel Program shall be reviewed annually.

Canada Games Major Technical Application Form

Swimming Canada has published their application form for Major Technical Officials for the 2017 Canada Games competition to be held August 7 to 11, 2017 in Winnipeg with Open Water on August 12, 2017.

Swimming Canada is responsible for appointing Major Technical Officials.  Major Technical Officials are required in a variety of positions for the pool (30 officials) and open water swimming (5 officials) competitions.

The Canada Games Council will approve all Major Technical Officials and fund their travel and accommodations. Preference will be given to candidates who are certified Level V, meet the certification and experience standards to officiate at a national meet and are committed to attend the swimming competitions. As per the Canada Games Council directive, priority is given to the applicants who are nearest to the venue and meeting the certification and qualification standards to officiate at Swimming Canada national competition.

All officials who meet the criteria and are interested in volunteering at the Canada Games as a Major Technical Official are encouraged to apply. Please complete the application form and submit it to Melinda Megan Rock at mrock@swimming.ca  by December 31, 2016. Applicants selected as Major Technical Officials for the Canada Games will be notified by January 15, 2017.
